I just want to keep MSBA up to date on what happening to the redesign of the NOAA fishing survey (MRFSS).

As the ACCSP Advisory of Rhode Island, I attended the 2006 Constituent Data Review. Here is the information
on the redesign of the recreational fishing survey and the new Recreational registry that will be created as part
the MSA reauthorization.

As you may or may not know by the year 2009, NOAA has to create a recreational federal registry. If you fish 3
miles out to 200 miles, you need to be listed in the recreational registry list to fish. The MSA act includes angler
registration for fishing andromonius fish like blue-back herring or shad but the most important species we
recreational fisherman fish for that are andromonius which is Striped-Bass.  

The federal government can’t force the state to register their citizens but can deputize state officials to prevent
any recreational fishermen from fishing for andromonius fish like Striped-Bass in state waters without being in
the recreational registry. NOAA would prefer if each state create there own registry which is shared with NOAA.

I support a recreational database to improve recreational data. I believe that a recreational database would
make leaps and bounds in having better estimate and precision in the fishery data. I only wish this could be
done free or some other mechanism would be used to supply revenue to the fishery than a license fee. If there
has to be a fee than it certainly need to stay in the fishery and not the general fund. That said I will continue talk
about the redesign of the MRFSS.

This is all part of a redesign of the recreational fishing survey. The redesign consist of a:

      Executive Steering Committee

      Operation Team and Redesign Working Groups

      Communication / Education Team

The timeline is that the Operation Team will begin work from June 1, 2007 to June 1, 2008. These
improvements in survey designs will be made and then will be presented for public comment in July 2008.

Implementation of the new Marine Recreational Information (MRI) program will begin January 2009.  The cost of
the current survey is around 9 million dollars. NOAA has been appropriated an additional 3.5M to complete this
redesign and recreational registry.

The cost of the federal Recreation Registry is free for the angler from 2009 to 2011 at which time a fee will be
determined which can be only the cost of collecting this information and sent to general fund.

NOAA has started created a (ALDS) Angler License Directory Survey using a gulf state license information.  
Florida license currently contains 38% which has telephone number to contact and Mississippi has only 25%
with telephone number for contact. The Gulf States have been collecting licenses for 10 year and now everyone
from the shop owner to State partner need to change that telephone number and other additional data needs to
be collect. This ALDS is a trail so as the recreational registry database is created observed problems could be
pointed out so that a dual frame survey can be used to improve estimate. The Registry database alone will be a
monumental undertaking an that a small part compared to the redesign of the recreational fishery.  We all need
to be engage add support this redesign it will not be easy but in the long run we will have better data and fishery
for future generation.

The last item is recreation economic impact survey done for 2006. They are still finishing it up and should be
done with everything by November 2007. NOAA will posted the report at there website.
